"Guiding Opinions on the Normalization of Prevention and Control of the Novel Coronavirus Pneumonia Epidemic"



The people's governments of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps:

The following Opinions are hereby put forward with the consent of the State Council's Joint Prevention and Control Mechanism for Responding to the Novel Coronavirus Pneumonia Epidemic, so as to conscientiously implement the Party Central Committee's decision-making and deployment on the normalization of epidemic prevention and control efforts, to make overall plans to advance epidemic prevention and control and economic and social development, to fully implement the overall prevention and control strategy of "preventing the import of foreign infections and preventing rebounds internally", to standardize the normalization of the prevention and control of the novel coronavirus pneumonia epidemic in exhibition activities, and to advance the resumption of exhibition activities in a safe and orderly manner.

1. Guiding ideology

In accordance with the "Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases", "Regulations on Emergency Response to Public Health Emergencies" and other laws and regulations, implement the policy of "safety first, prevention first", scientifically carry out the normalized prevention and control of the new crown pneumonia epidemic in exhibition activities in accordance with the law, give full play to the important role of the exhibition industry in expanding opening up, increasing employment, stabilizing the basic market of foreign trade and foreign investment, and stimulating consumption, do a solid job in the "six stability" work, fully implement the "six guarantees" task, and strive to overcome the adverse effects of the new crown pneumonia epidemic. Strengthen the prevention and control and response capacity of the exhibition industry, ensure that all exhibition activities are carried out scientifically, prudently, safely and orderly under the normalization of prevention and control, and promote the sustainable development of the economy and society.

II. Basic Principles
(1) The principle of territorial management. Local people's governments should be responsible for the epidemic prevention and control work of exhibition activities held in their territories, strengthen organization and leadership, and persist in lawful, scientific, and joint prevention and control. The epidemic prevention and control of exhibition activities shall be organized and implemented in accordance with the zoning and grading standards, and according to the corresponding epidemic prevention and control standards and requirements of the epidemic emergency response level of the place where the exhibition is held.
(2) The principle of mass prevention and control. Adhere to the bottom-line thinking, firmly establish the awareness of mass prevention and control, and all participants in exhibition activities (including exhibition venues, exhibition organizers, exhibitors, service providers, audiences, on-site staff, etc.) must always tighten the string of epidemic prevention and control, and consciously implement the requirements of prevention and control. Strictly perform prevention and control duties, ensure full participation, comprehensive coverage, all-round, whole-process, and all-field prevention and control, and leave no dead ends.
(3) Principles of scientific professionalism. Strictly implement the professional prevention and control requirements of the National Health Commission and disease control departments, and under the guidance of health and disease control departments, scientific and professional prevention and control; Formulate prevention and control plans and emergency plans to ensure that prevention and control are in place, timely disposal, and information collection should be complete and traceable.
(4) The principle of grading and classification. According to the epidemic response level, combined with the characteristics of the exhibition activities and the actual situation of various places, it is aimed at people from within the city, province (region) and across provinces (regions).Participants in exhibition activities in different regions and low, medium and high risk areas shall be managed by level and category. To prudently hold large-scale foreign-related exhibition activities, it is necessary to do a good job of prevention and control and implement management responsibilities in accordance with the requirements of the state and local governments for the prevention and control of the epidemic imported from abroad. Overseas exhibitors and visitors are encouraged to participate in the exhibition online, or entrust their branches, representative offices or partners in China to participate in offline exhibitions.
(5) The principle of dynamic adjustment. According to the development and changes of the epidemic situation and the adjustment and change of the epidemic response level in the region, and in accordance with the joint prevention and control mechanism of the State Council and the overall requirements of epidemic prevention and control in the region, all localities should take measures according to local conditions and time conditions, and reasonably adjust the prevention and control measures for exhibition activities.
(6) The principle of controllable risks. In principle, exhibitions will not be held in medium- and high-risk areas. On the premise of strict implementation of various prevention and control measures, necessary exhibitions and activities can be held in low-risk areas. In organizing exhibition activities, it is necessary to do a good job in epidemic risk assessment, effectively control and prevent major risks and hidden dangers, formulate emergency response plans and organize drills to ensure that the overall risks of exhibition activities are controllable.
3. Strictly implement the responsibility for prevention and control of the place where the exhibition activities are held
(1) The people's government of the host city shall implement its territorial responsibility. In accordance with the principle of regional, hierarchical and precise prevention and control, and according to the emergency response level of the epidemic in the place where the exhibition activities are held, the corresponding provincial, prefecture-level, district-level and county-level leading institutions for epidemic prevention and control shall issue assessment opinions on the necessity of holding the exhibition activities, the prevention and control measures that have been implemented, and the conditions for holding them. Relevant departments such as for commerce, public security, and health should strengthen coordination and linkage, strengthen information communication, and do a good job of approval, filing, supervision and management of exhibition activities in accordance with the opinions and division of responsibilities issued by leading institutions for epidemic prevention and control at all levels, and guide all relevant units to formulate and strictly implement various prevention and control measures.
(2) Supervise and urge the relevant units of exhibition activities to implement their responsibilities for epidemic prevention and control. In accordance with the principle of "who organizes, who is responsible, who organizes, who is responsible", the organizer of the exhibition activities (the main and the organizer, the same below).Undertake the main responsibility for epidemic prevention and control, be responsible for formulating targeted and operable epidemic prevention and control work plans and emergency response plans during the exhibition activities, and designate special personnel to be responsible for epidemic prevention and control work. The exhibition venue unit shall bear the responsibility for the on-site management of epidemic prevention and control of exhibition activities, and shall be responsible for the arrangement and configuration of epidemic prevention and sanitization, ventilation and cleaning, on-site epidemic prevention and control equipment, related epidemic prevention materials, and emergency disposal sites of exhibition venues.
Other participants in exhibition activities bear the responsibility of joint prevention and control, and should consciously accept body temperature checks, show health codes, wear masks scientifically, and do a good job of self-protection in accordance with the requirements of epidemic prevention and control of exhibition activities. If you have fever, cough and other suspected symptoms at the scene, you should immediately self-isolate and notify the disease control staff in time.
(3) Encourage innovative services for exhibition activities. Local governments should support and encourage the use of Internet big data and other means to do a good job in exhibition activities, and adopt methods such as online pre-registration, staggered peak viewing, personnel flow restrictions, and real-name admission, to do a good job in exhibitor and visitor registration, security checks, access control, self-service evidence collection, sequential admission, accurate docking and other services.
(4) Strengthen epidemic prevention training for staff. Local governments should guide and urge the organizers of exhibition activities, exhibition venues, and relevant service enterprises to do a good job of health screening of their staff in advance, carry out training on epidemic prevention knowledge, strengthen the publicity of epidemic prevention and control information, and ensure that epidemic prevention measures are implemented.
(5) Increase publicity efforts on epidemic prevention and control. Local governments should guide and support the organizers of exhibition activities to adopt diversified online and offline publicity methods to actively carry out epidemic prevention publicity during exhibition activities, and ensure that all participants in exhibition activities are aware of epidemic prevention requirements and actively cooperate with epidemic prevention and control work.
4. Tighten the epidemic prevention and control responsibilities of exhibition organizers and venue units

According to the actual situation of the exhibition activities, the organizers of the exhibition activities and the units of the exhibition venues shall make targeted arrangements for on-site emergency medical treatment, personnel isolation, fire safety, epidemic prevention materials and other service guarantee arrangements; In accordance with the joint prevention and control mechanism of the State Council and the relevant regulations of the National Health Commission, we should fully implement the "four early" measures of early detection, early reporting, early isolation, and early treatment; Strictly follow the "five musts" requirements of information verification, identity recording, body temperature measurement, disinfection and emergency response.

(a).The prevention and control responsibilities of the organizers of exhibition activities
1. Notify relevant personnel in advance of the safety protection requirements and health inspection procedures for participating in exhibition activities, do a good job in the verification and registration of health information of registered personnel, and carry out health screening for participants in exhibition activities to ensure that personnel information can be traced.
2. According to the requirements of prevention and control, reasonably plan the flow of personnel for exhibition activities, and propose a traffic control plan. According to the scale of the venue, the number of people entering the museum is controlled, and control measures such as reservation diversion and staggered entry in batches are implemented to guide exhibitors and visitors to maintain a reasonable distance.
3. Reasonably plan the site partition and booth layout, and the width of the channel and the spacing of the booth should meet the requirements of prevention and control. Strengthen the on-site crowd control, guide personnel to visit the exhibition in an orderly manner, and enter and exit in an orderly manner.
4. Strengthen the guarantee of epidemic prevention materials, and reserve necessary epidemic prevention materials such as masks and disinfection supplies before the exhibition.
5. Carry out health screening for all participants in exhibition activities, and do a good job in epidemic prevention and control publicity and training.
6. Once a suspected case of new coronavirus pneumonia is discovered, the emergency response plan must be activated as soon as possible and the implementation must be organized.
7. Actively cooperate with the relevant management departments of the place where the exhibition is held, and conscientiously implement the requirements for epidemic prevention and control.
(b).Responsibility for prevention and control of exhibition venues
8. According to the scale of the exhibition activities, the exhibition venue should delineate clear functional zones, such as drop-off area, temperature measurement area, security check area, login area, exhibition area, etc., and do a good job in guiding the exhibition route to effectively control the flow of people and the distance between personnel activities.
9. Exhibition venues and units shall be equipped with necessary access control, security check, and temperature measurement equipment, set up temporary isolation areas, and be equipped with appropriate emergency epidemic prevention materials.
10. On-site staff health records should be established and daily health monitoring should be done. Staff are required to wear masks, and temperature checks are required upon entry.
11. Before the exhibition activities are held, the exhibition venue unit shall conduct a comprehensive inspection, cleaning and sanitizing of the exhibition venue and equipment, especially the air conditioning and ventilation systems. During the arrangement, development and dismantling of exhibition activities, ventilation of the exhibition hall should be strengthened, and the cleaning and disinfection of public areas and high-frequency contact points should be done regularly and frequently every day, and the disinfection situation should be updated and publicized in relevant areas.
12. The exhibition venue unit shall assist the organizer of the exhibition activities to do a good job in the on-site epidemic prevention and control work such as health screening, safety inspection, order maintenance, on-site inspection, flow control, and emergency response of the participants of the exhibition activities.
13. Strengthen the publicity of epidemic prevention and control knowledge through posters, broadcasts, text messages, electronic screens, promotional videos, etc., advocate good hygiene habits, enhance health protection awareness, and create a good atmosphere for civilized exhibitions and visits.
(c).Joint prevention and control responsibilities of service providers and exhibitors
14. Do a good job of health screening of the staff of the unit in advance, and truthfully report to the organizer of the exhibition activities as required.
15. Responsible for the daily disinfection and personnel protection of the booth and service area of the unit.
16. If the staff of the unit has fever, cough and other suspected symptoms, they should take the initiative to self-isolate and inform the organizer of the exhibition in time, and cooperate with the early investigation.
(iv).Food and beverage management prevention and control measures
17. Catering service providers must have statutory business qualifications, do a good job in the health protection of service personnel, and carry out their work in strict accordance with the relevant laws, regulations and relevant prevention and control measures of national food safety.
18. Set up a dedicated dining area to pick up and eat at a safe distance.
19. Strengthen the hygiene management of dining areas, and do a good job of epidemic prevention and disinfection regularly.
(5).Garbage disposal prevention and control measures
20. Strengthen the management of garbage sealing and classification, collect and transport it in a timely manner, and achieve Nissan Nissan.
21. "Waste mask trash cansshould be set up in the exhibition venue and marked. Arrange special personnel to collect and disinfect in a timely manner every day, and dispose of toxic and hazardous waste. On the basis of these Guiding Opinions, and in light of the actual situation of local epidemic prevention and control work, all localities should guide the relevant units of exhibition activities to further refine, optimize, and improve various epidemic prevention and control measures, to ensure that the epidemic prevention and control work of exhibition activities is implemented to the letter.
