On December 2020, 12, the Department of Trade in Services of the Ministry of Commerce issued the Technical Guidelines for the Normalization of the Prevention and Control of the Novel Coronavirus Pneumonia Epidemic in Exhibition Activities, the full text of which is as follows:
1. Scope of application
(1) These guidelines apply to the prevention and control of the novel coronavirus pneumonia epidemic in exhibition activities held within the territory of the People's Republic of China, and the main content includes risk assessment of exhibition activities, prevention and control measures for exhibition venues, prevention and control measures for personnel, prevention and control measures for exhibits and exhibits, and other safeguard measures.
2. Risk assessment of exhibition activities
(2) According to the emergency response level of the epidemic in the place where the exhibition activities are held, the corresponding provincial, prefecture-level, district-level and county-level leading institutions for epidemic prevention and control shall issue assessment opinions on the necessity of holding the exhibition activities, the prevention and control measures that have been implemented, and the conditions for holding them.
(3) Exhibitions will not be held in medium- and high-risk areas for the time being. On the premise of strict implementation of various prevention and control measures, necessary exhibitions and activities can be held in low-risk areas. During the winter and spring seasons, New Year's Day, Spring Festival and other key holidays, exhibition activities should be prudently held, and online exhibitions should be encouraged and supported.
(4) For the exhibition activities held in the winter and spring, the organizer should further improve the epidemic prevention and control plan and emergency response plan for the exhibition activities in combination with the characteristics of the high incidence of respiratory infectious diseases, and do a good job in emergency drills. Local leading institutions for epidemic prevention and control should increase the intensity of epidemic prevention and control, strictly assess the risk of the epidemic and the necessity of holding exhibition activities, and strictly control the number and scale of exhibition activities.
(5) For online exhibition activities and exhibition activities that combine online and offline, the organizer shall formulate a targeted and operable epidemic prevention and control work plan for the opening ceremony, exhibition display, live broadcast sales and related supporting activities held offline, implement epidemic prevention and control measures for offline activities, and ensure the safety of epidemic prevention and control of exhibition activities.
3. Prevention and control measures in exhibition venues
(6) The unit of the exhibition venue is responsible for the epidemic prevention and control of the exhibition venue.
(7) The exhibition venue shall delineate clear functional zones, such as drop-off area, temperature measurement area, security check area, login area, exhibition area, isolation area, etc., and do a good job in guiding the exhibition route, so as to effectively control the flow of people and the distance between personnel activities.
(8) Reasonably plan the site partition and booth layout, and the width of the passage and the spacing of the booth should meet the requirements of prevention and control.
(9) Before and after the exhibition activities, the exhibition venues and equipment, especially the air conditioning and ventilation systems, should be comprehensively inspected, cleaned and sanitized.
(10) Exhibition venues and units shall be equipped with necessary access control, security check, and temperature measurement equipment, set up temporary isolation areas, and be equipped with appropriate masks, disinfection supplies and other epidemic prevention materials.
(11) During the exhibition activities, the ventilation of the exhibition venue should be strengthened to maintain indoor air circulation.
(12) Clean and disinfect public areas and high-frequency contact points at regular intervals and frequencies every day, and update and publicize the disinfection situation in relevant areas.
(13) Strengthen the publicity of epidemic prevention and control knowledge through posters, broadcasts, text messages, electronic screens, promotional videos, etc., advocate good hygiene habits, enhance health protection awareness, and create a good atmosphere for civilized exhibitions and visits.
(14) Set up "waste mask trash cans", arrange special personnel to collect and disinfect them in a timely manner every day, and dispose of them as toxic and hazardous waste.
(15) Strengthen the management of garbage sealing and classification, collect and clear it in a timely manner, and achieve Nissan Nissin. Keep the inside and outside of the trash can clean and disinfect regularly.
(16) Set up a special dining area to pick up and eat at a safe distance. Strengthen the hygiene management of the dining area, do a good job in the hygiene protection of service personnel, and regularly do a good job of epidemic prevention and disinfection. Work in strict accordance with the provisions of national food safety laws, regulations and relevant prevention and control measures.
(17) When suspected cases are discovered, the relevant areas should be immediately closed and isolated for management, and comprehensive sanitization should be carried out.
4. Personnel prevention and control measures
(18) The organizer of the exhibition activities shall be responsible for the epidemic prevention and control of exhibitors and visitors participating in the exhibition activities, and other relevant units of the exhibition activities shall be responsible for the epidemic prevention and control of the staff of their own units.
(19) Exhibitors and visitors should carry out online real-name registration and pre-registration with valid personal certificates, and the organizer should do a good job of information verification and collection and entry to ensure that the personnel information is true and accurate.
(20) Strengthen on-site crowd control, encourage the use of non-contact methods to do a good job in exhibitor and visitor registration, self-service evidence collection, security checks, access control, sequential admission and other services, and adopt methods such as staggered peak viewing, personnel flow restrictions, and real-name admission, etc., to guide personnel to visit the exhibition in an orderly manner and enter and exit in an orderly manner. When the number of people in the museum reaches the limit, the entry of visitors should be suspended, and the orderly evacuation of people should be guided by placing reminder notices, broadcasting, etc., to avoid crowd gathering.
(21) Personnel entering the museum must implement measures such as health code inspection, body temperature detection, and wearing masks, and those with abnormal health codes and body temperatures from medium and high-risk areas should be dealt with in accordance with the requirements of the local epidemic prevention and control plan.
(22) In principle, foreign exhibitors and visitors are encouraged to participate in the exhibition online, or entrust their branches, representative offices or partners in China to participate in offline exhibition activities. Overseas arrivals must be screened and quarantined in strict accordance with relevant management regulations, implement closed-loop management, and strictly prevent the import of overseas epidemics.
(23) Strengthen monitoring and early warning, strengthen the identification of epidemic risks, and when suspected cases are discovered, immediately activate emergency response plans, cooperate with the disease control departments to adopt isolation measures, do a good job of screening and tracing close contacts, and do a good job of on-site control.
(24) Establish staff health records and do a good job of daily health monitoring. Staff are required to wear masks and have their temperature checked when entering the venue.
(25) Carry out epidemic prevention training for relevant staff in exhibition activities, interpret the epidemic prevention and control policies of the exhibition, introduce the epidemic prevention and control requirements of the exhibition, implement the prevention and control responsibilities of all relevant units, and ensure that the epidemic prevention measures are implemented.
5. Prevention and control measures for exhibits and exhibits
(26) Exhibition venue units and exhibitors are responsible for the epidemic prevention and control of exhibits and exhibits.
(27) The unit of the exhibition venue shall comprehensively clean and sanitize all exhibits and exhibits entering the exhibition venue.
(28) During the exhibition activities, monitoring should be strengthened, and exhibitors and exhibition venues should do a good job of daily cleaning and disinfection of exhibits and exhibits in a timely manner.
(2020) Strictly control the entry of imported cold-chain food into the exhibition, and fully implement the "Work Plan for Preventive and Comprehensive Disinfection of Imported Cold Chain Food" issued by the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council in Response to the Novel Coronavirus Pneumonia Epidemic (Joint Prevention and Control Mechanism Zongfa [255] No. <>), and strictly implement the requirements of special channel entry, special area storage, and special area exhibition and sales for imported cold-chain food. Exhibitors should truthfully declare the information of imported cold-chain food exhibits to the relevant units, cooperate with the relevant units to carry out inspection and quarantine, nucleic acid testing and disinfection, strictly inspect and retain relevant certificates, and do a good job in the sales records and flow records of exhibits. Imported cold-chain foods without inspection and quarantine certificates, nucleic acid testing certificates, disinfection certificates, and traceability information are not allowed to participate in the exhibition. Exhibitors disinfect the inner packaging of goods that need to be opened. The organizers of exhibition activities should implement the requirements of epidemic prevention and control, urge exhibitors to inspect the inspection and quarantine certificates, nucleic acid testing certificates, disinfection certificates, etc., and prevent imported cold-chain foods that have not undergone preventive and comprehensive disinfection treatment from entering the exhibition venues.
6. Other safeguard measures
(30) The organizers of exhibition activities should actively carry out emergency drills, find out the weak links in depth, make every effort to make up for the shortcomings, strictly implement various measures for epidemic prevention and control, refine and improve the emergency plan, continuously improve the scientificity, pertinence and practicability of the emergency plan, and effectively improve the ability to respond to emergencies and risk disposal.
(31) The organizers of exhibition activities and the units of exhibition venues should strengthen publicity, carry out the interpretation and promotion of epidemic prevention policies at exhibitions through multiple channels, and ensure that all participants in exhibition activities are aware of the epidemic prevention requirements and actively cooperate with epidemic prevention and control work.
(32) All localities should adjust and improve the prevention and control measures for exhibition activities in a timely and dynamic manner in accordance with the development and changes of the epidemic situation and the adjustment and change of the epidemic response level in their respective regions, in accordance with the joint prevention and control mechanism of the State Council and the overall requirements of epidemic prevention and control in their respective regions, and in combination with the needs of epidemic prevention and control of local exhibition activities.
