We have received your request for instructions on the overall plan of the China-South Korea (Changchun) International Cooperation Demonstration Zone. The reply is as follows:

1. Agree in principle to the "Overall Plan for China-South Korea (Changchun) International Cooperation Demonstration Zone" (hereinafter referred to as the "Plan"), please organize and implement it conscientiously.

2. The construction of the China-South Korea (Changchun) International Cooperation Demonstration Zone (hereinafter referred to as the Demonstration Zone) should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd and 4th Plenary Sessions of the 19th Central Committee, coordinate and promote the overall layout of the "five-in-one", coordinate the promotion of the "four comprehensive" strategic layout, and in accordance with the decisions and arrangements of the Party Central Committee and the State Council, adhere to the new development concept, adhere to high-quality development, and strive to build an open and cooperative pattern in industry, science and technology, trade, humanities, environmental protection and other fields. Efforts will be made to innovate the system and mechanism of Sino-foreign cooperation, focus on building a modern industrial system, and create an international cooperation demonstration zone with a law-based, internationalized and convenient business environment, more coordinated and more efficient management services, so as to inject new momentum into the joint construction of the "Belt and Road" and the comprehensive revitalization of Northeast China.

3. The People's Government of Jilin Province should strengthen the organization and leadership, improve the work coordination mechanism, formulate and introduce supporting policies to support the construction of the demonstration zone, prepare and improve the planning system, and ensure that the goals and tasks specified in the "Plan" are achieved as scheduled. Important policies and major construction projects involved should be submitted for approval in accordance with the prescribed procedures.

Fourth, the relevant departments of the State Council shall, in accordance with the division of responsibilities, strengthen the guidance for the construction and development of the demonstration zone, and provide support in the planning and preparation, policy implementation, project layout, institutional innovation, opening up, etc., to help solve the difficulties and problems encountered in the implementation of the plan, and create a good policy environment for the construction of the demonstration zone.

5. The National Development and Reform Commission should strengthen the follow-up, analysis, supervision and guidance of the implementation of the Plan, organize and carry out the evaluation of the implementation of the Plan in a timely manner, and report major issues to the State Council in a timely manner.
