Notice of normalized epidemic prevention and control work
To the departments (bureaus) of culture and tourism of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Bureau of Culture, Sports, Radio, Television, and Tourism of the Xinjiang Production and Construction Corps:
Since the issuance of the Notice of the Department of Market Management of the Ministry of Culture and Tourism on Printing and Distributing the Guidelines for Epidemic Prevention and Control Measures for the Reopening of Theaters and Other Performance Venues (Fourth Edition), all localities have actively promoted the orderly resumption of operations of theaters and other performance venues, Internet service venues, and entertainment venues, with effective implementation of prevention and control measures, and a stable and orderly cultural market. In order to truly do a good job in the normalization of the prevention and control of the novel coronavirus pneumonia epidemic, and to promote the orderly opening of cultural venues, the relevant matters are hereby notified as follows:
1. Adhere to the principles of epidemic prevention and control, and build a solid bottom line for safety
(1) Adhere to normal prevention and control. All localities should continue to tighten the string of epidemic prevention and control at all times, resolutely overcome paralyzing thoughts, luck psychology, and lax mentality, and prudently grasp the normalization of epidemic prevention and control in theaters and other performance venues, Internet service venues, and entertainment venues, so as to promote the steady and orderly development of the market.
(2) Persist in scientific prevention and control. Where local COVID-19 epidemic prevention and control risk levels and emergency response levels are adjusted, they shall follow the requirements of the local Party committee and government to scientifically and dynamically adjust the prevention and control strategies and measures for performances and other venues.
(3) Adhere to precise prevention and control. Adhere to the organic combination of normalized and precise prevention and control and local emergency response, and in principle, do not implement "one size fits all" for the whole jurisdiction and the whole industry.
2. Implement the requirements for the management of the opening of venues, and promote the orderly recovery of the cultural market
(1) In low-risk areas of the epidemic, there are no longer uniform restrictions on the proportion of theaters and other performance venues, online service venues, and entertainment venues receiving consumers, and the provincial (regional, municipal) Party committees and governments are to control them on their own based on the local epidemic prevention and control situation.
(2) To hold large-scale for-profit performance activities, communication and coordination should be strengthened with public security and other departments, and the scale of the number of people should be appropriately controlled in accordance with local epidemic prevention and control requirements.
(3) Suspend the newly approved commercial performance activities involving foreigners, Hong Kong, Macao and Taiwan (except for those where the cast and crew are already in China).
(4) If a local epidemic occurs in the region, it is recommended that performance activities be strictly controlled or suspended according to the specific situation.
3. Consolidate work responsibilities and ensure that all work is in place
(1) Implement detailed prevention and control measures. All localities should implement territorial responsibility, strengthen oversight and inspections, and urge theaters and other performance venues, online service venues, and entertainment venues to strictly implement the normalization requirements for epidemic prevention and control. In addition to the specific requirements of this notice on the management of the opening of venues, other prevention and control measures are still implemented in accordance with the Notice of the Department of Market Management of the Ministry of Culture and Tourism on Printing and Distributing the Guidelines for Epidemic Prevention and Control Measures for the Reopening of Theaters and Other Performance Venues (Fourth Edition).
(2) Compacting entity responsibility. All localities should further consolidate the main responsibility of enterprises, urge enterprises to strictly implement various normalized prevention and control measures such as site prevention and control, consumer protection, and employee protection, and increase the intensity of prevention and control in key areas and key periods such as rural markets and holidays.
(3) Strengthen emergency response. All localities should continue to strengthen linkages with local departments such as health, public security, and emergency management, and improve epidemic prevention and control and emergency response capabilities. Once an abnormal situation occurs, it is necessary to report it in a timely manner, and respond quickly and effectively.
